Is there a need for responsible vulnerability disclosure?

The new Symantec's report shows that the average number of new vulnerabilities that security professionals have to deal with every week has been increasing. The recent figure is 58 vulnerabilities per week. In light of the new evidence, it does not really make sense to me to say that vulnerabilities should be disclosed publicly even if there isn't any remedy for it. How would security people in enterprises tackle with those vulnerabilities which do not have any fix as it gets very difficult to keep their systems up-to-date with existing patches. The solution should be responsible vulnerability disclosure and rigorous patch management systems.
