Government is getting ready to launch DoS

Col. Charles Williamson III, an Air Force colonel, is suggesting the U.S. military build its own botnet so that the US will be ready to attack the computer networks of foreign enemies, reported in CNN.com. Are we going to see a Cyber Cold War soon?
